However, without a compensation mechanism, the regulatory scheme would dramatically depress any new residential development. The government would have to provide adequate compensation in order to encourage heavily regulated residential development.
A real life example of such a program of regulated inclusionary zoning in a mixed-income development is the HOPE VI program. The HOPE VI program requires the developer to concern himself with many of the interests of low-income families and governmental interests. The HOPE VI program as a regulatory scheme may alleviate some of the problems of mixed-income development, but so far HOPE VI has received mixed reviews.
Mixed-income housing has provided many benefits and opportunities for low-income individuals, but there are some very important problems with such developments. A regulatory scheme could possibly prevent many of the problems, but it is yet to be seen.
